Overview:

The Sexual Misconduct & Bias Incident Investigator will be responsible for conducting investigations into reports of violations of University polices and applicable state and federal laws and regulations related to sexual misconduct including sexual assault, harassment, dating/partner violence and stalking involving students, staff, and faculty. The Investigator will also be assigned investigations related to reports related to harassment, bias-motivated acts and discrimination based on sex, gender, race, ethnicity, religion, and other protected classes. The Investigator will conduct a prompt, thorough, and impartial investigation, which includes drafting and issuing notices of investigation, identifying and interviewing witnesses and other involved parties, gathering and securing relevant documentary evidence, physical evidence, security camera footage, other types of evidence, and drafting and presenting an investigative report. Investigations may include site visits to locations on both the North Haven and Hamden campuses as well as off-campus locations.

The Investigator will also assist with training and prevention education for students, faculty, and staff to support the university's commitment to providing an environment free from all forms of discrimination and harassment. The Investigator may also assist the Department of Public Safety, the Office of Human Resources, and the Office of Student Conduct with investigations related to the above areas.

The Investigator will be required to be on-call two weekends per month and during the week when the Title IX Coordinator and Director of Sexual Misconduct & Bias Response is unavailable. The Investigator will also be responsible for coordinating pregnancy and parenting accommodations and facilitating informal resolution/alternative dispute resolution as assigned by the Title IX Coordinator and Director of Sexual Misconduct & Bias Response. The Investigator will be responsible for maintaining investigation activity files and records. The Investigator may be required to testify at administrative hearings and depositions.

Responsibilities:

• Investigate allegations related to bias-related discrimination or harassment, including sexual misconduct, related to students, faculty, and staff from initial report to findings.

• Develop a prompt and equitable investigation plan for assigned cases; identify relevant parties, witnesses, and other evidence.

• Interview parties and witnesses as needed in compliance with the appropriate investigative process. This includes creating and issuing notice of investigation to involved parties, conducting and reporting on witness interviews, preparing and presenting evidence and appropriate supporting documents, and communicating with the parties and their advisors while protecting the neutrality, integrity, and privacy of the investigation.

• An ability to work with parties and parents who may be in crisis.

• Document the investigation process, prepares investigative reports, and catalogs history in university conduct management software (Maxient), OneDrive, and OneHub.

• Facilitate training/presentations to students, staff, and faculty on Civil Rights, Title IX, and topics related to protected status harassment and discrimination.

• Maintain positive and collaborative relationships with related campus partners, community resources and services, and community leaders.

• Represent the Department on relevant committees, including the Bias Incident Response Team (BIRT) and the Community, Assessment, Response and Evaluation (CARE) Team.

• Remain current regarding state and federal law, including but not limited to Title VII, Title IX, VAWA, Campus Save Act, Clery Act, ADA/504b of the Rehabilitation Act and FERPA; Remain current regarding trends in the field of education related to sex discrimination and sexual misconduct.

• May supervise legal interns.

• May need to interact and collaborate with external governmental and law enforcement agencies.

• May assist with background check requests from higher educational institutions and prospective employers of graduates.

• Other duties as assigned.

Education Requirements:
  • Bachelor's degree required
  • Master's degree in criminal justice, social work, higher education management, psychology or Juris Doctorate preferred
Qualifications:
  • Minimum of 3-5 years of professional experience in Title IX compliance, law, law enforcement investigations, human resources investigations, litigation paralegal, student life, student conduct or similar field required.
  • Experience in conducting trauma-sensitive investigations in a higher education setting strongly preferred.
  • Knowledge of and experience with issues related to gender-based violence required.
  • Higher education experience is strongly preferred.
  • ATIXA certification or related certification strongly preferred.
  • Must have analytical competencies.
  • Must have high level of resilience, patience, and tact in working with parties who may be in crisis and/or resistant to participating in investigations.
  • Must be able to work independently.
